Barnowl is open source under the GNU General Public License.

Currently the only way to get the source code is through the subversion repository located in AFS at

/afs/sipb.mit.edu/project/barnowl/src/svn (/mit/barnowl/src/svn on MIT's Project Athena).

You can access it via a file:/// url from a machine with AFS, or via svn+ssh:// to such a machine.

If you do not have access to AFS, send us email at barnowl-dev@mit.edu, and we can roll a tarball or set up a svnserve daemon somewhere.
