Fix pseudo-login interation with zephyr initialization. functions.c: owl_function_zephyr_buddy_check should bail if we don't have zephyr initialized. zephyr.c: owl_zephyr_finish_initialization should perform the initial pseudo-logins check if pseudologins is on.
