IRC topic change should specify network/channel and not be an admin message

Currently IRC topic changes are displayed as 

   OWL ADMIN
       Topic changed to My cool new topic

which doesn’t say what channel it’s for. And because it’s an admin message, it isn’t displayed when narrowing to the channel.

The first problem is fixed; topic name is now displayed in the message. It's still an ADMIN message though.
