Sometimes outgoing zephyrs don't appear until another one happens

I've seen zephyrs that I just sent not appear until either I send another zephyr (even a ping, which doesn't appear on my client) or another one is received. I think this only happens with zephyr, but I don't use other protocols enough. I have no idea how to go about tracking this down.
