BarnOwl should grow a url-minifier

I would find it useful to be able to set an option that says "any url which is longer than n characters, and doesn't have a url which is shorter than n characters within m characters after it, should automatically get a '(minified-url)' inserted on a new line following it", either on outgoing messages, or in a style, or both.
