zcrypt: mass decryption

Description
It would be nice for core to have functionality for decrypting crypted messages that previously failed to decrypt because, eg, the user didn't have tokens at the time the message arrived.

The message-at-a-time version is /mit/nelhage/Public/barnowl-decrypt.pl (and would also be nice to get into core).
