When I attempt to irc-msg a non-joined channel, I get a "message" from it

Description

If I am connected to an IRC server and I type 'irc-msg #foo' (where #foo is a channel that I haven't joined yet), I don't get an error, instead I get: 

   freenode / #foo / ezyang  15:50  ()                                                                
       #foo

We should error (or even maybe allow it).
