BarnOwl should implement format=flowed

Description

Based on discussion on zephyr today, BarnOwl should implement something along the lines of format=flowed for email. It should indicate outgoing zephyrs are format=flowed somewhere (like wherever content-encoding was going to go), and distinguish semantically meaningful linebreaks from meaningless ones to allow BarnOwl to reflow incoming zephyrs from other BarnOwls without breaking readability on legacy zwgcs and friends.
